
MTSD Elementary Cluster Services
The Monroe Township School District’s Elementary Cluster Services represent the foundation of the district’s Gifted and Talented programming at the elementary level. Rooted in the Schoolwide Enrichment Model (SEM) developed by Dr. Joseph S. Renzulli, MTSD Cluster Services are designed to cultivate students’ academic potential through enriched, inquiry-based learning experiences embedded within the general education classroom.
The goal of MTSD Elementary Cluster Services is to foster and apply a broad range of cognitive, affective, and motivational processes, ensuring that students are not only challenged academically, but also supported in developing curiosity, persistence, and a love of learning. Our mission reflects the belief that Elementary Cluster should prioritize depth of learning, authentic problem solving, and creativity and not simply acceleration into higher-grade content.
Rather than emphasizing rote content acquisition or proficiency-based testing, MTSD Cluster Services intentionally prioritize advanced thinking, problem-solving, creativity, and intellectual engagement. Instructional experiences are designed to move beyond text consumption and toward investigation, analysis, reasoning, and real-world applications. Cluster student learning extends beyond traditional lesson delivery to include:

- Mentorship & guided exploration

MTSD Cluster Services draw direct inspiration from the work of the Renzulli Center for Creativity, Gifted Education, and Talent Development at the University of Connecticut, aligning district practice with nationally recognized research and best practices in gifted education.
MTSD Elementary Cluster Services | Admissions Criteria
Placement in Elementary Cluster Services is based on multiple measures of demonstrated academic aptitude and achievement, including:

Cognitive Abilities Test (CogAT)
Composite score >132 (VQN) -
ELA Spring MAP: Achievement
> 95th percentile (± 3 percentile points) - Mathematics Spring MAP: Achievement
> 95th percentile or higher (± 3 percentile points)
These criteria help ensure that Cluster Services remain a rigorous, equitable, and research-aligned component of MTSD’s elementary gifted and talented programming.
